Multiply litres by the density in grams per millilitre to get kilograms, then divide by 0.45359237 to get pounds. That second constant is exact by international agreement, so it contributes no error. The first one is measured, and it is where every difference between answers comes from.
The Formula

ρ is the density of the substance you choose, in grams per millilitre. It is a measured property, not a constant: water is 0.998 g/mL at 20 °C, olive oil 0.913, honey 1.43. Unit definitions on both sides are exact (1 lb = 0.45359237 kg, 1 US gallon = 231 in³), so every uncertainty in the answer comes from the density and none from the units.
Worked Example
20 litres of water is 44.1 lb — a jerrycan most people can lift. The same 20 litres of honey is 63.1 lb, which is a different proposition entirely. If you are working out whether a container is within a weight limit, the substance is not a detail.
Key Insight
Freight is where this conversion earns its keep, and it is also where guessing is most expensive. Airlines and couriers price by the greater of actual and volumetric weight, so a drum of something dense bills on its mass and a drum of something light bills on its size. Knowing which side of that line you are on needs the real density, not water's. The other common use is domestic: a recipe in litres, a kitchen scale in pounds. - USDA states no temperature for the food densities. That is shown on the page rather than replaced with a plausible 20 °C.
