A nanogram is 10⁻⁹ grams and a millilitre is 10⁻³ litres, so a nanogram per millilitre is 10⁻⁶ grams per litre. A milligram per litre is 10⁻³ grams per litre. The ratio between them is 10⁻³, which is the factor. Nothing here is measured and nothing is approximated: the answer falls out of what the prefixes mean.

m and v are the base-10 exponents of the mass and volume SI prefixes of each unit. No density and no substance enter the calculation: the substance cancels between the two numerators, so 1 µg/mL is 1 mg/L for every solute in every solvent.
Worked Example
A vitamin D result of 30 ng/mL is 0.03 mg/L, or equivalently 30 µg/L. A lead level of 5 µg/dL is 0.05 mg/L. A water sample at 2 mg/L of a contaminant is 2000 ng/mL. The last one is the direction people get wrong most often, because the number grows by a thousand while the concentration has not changed at all.
Key Insight
The fact worth carrying away is that µg/mL and mg/L are the same number. Both work out to 10⁻³ g/L, so a result of 4 µg/mL is 4 mg/L — not 4000, and not 0.004. Laboratories choose between the two by convention rather than by magnitude, which means the same measurement can arrive written two different ways and look like two different findings. If you are comparing a figure against a limit and one is in µg/mL while the other is in mg/L, they are already comparable and converting is a way to introduce an error rather than remove one. The same holds for ng/mL and µg/L, and for pg/mL and ng/L. Three pairs, each of them a rename rather than a conversion.

How many mg/L is 1 ng/mL?
0.001 mg/L, exactly. A millilitre is a thousandth of a litre and a nanogram is a millionth of a milligram, so the two prefixes leave a factor of one thousand between the units.
How do I convert mg/L back to ng/mL?
Multiply by 1000. A sample at 0.4 mg/L is 400 ng/mL. It is the same factor read in the other direction.
Is µg/mL the same as mg/L?
Yes — identically, not approximately. Both are 10⁻³ g/L, so 7 µg/mL is 7 mg/L. The factor between them is exactly 1, and the calculator above shows it as 1 rather than as 0.9999999999999998, because it takes a single power of a single exponent instead of dividing one factor by another.
Do I need to know the substance or its density?
No, and that is the point. The mass of the solute appears in the numerator of both units and cancels, so the conversion is identical for water, for mercury, for plasma and for anything else. Density is needed to convert a mass to a volume — grams to litres — which is a different question with a different answer for every substance.
Is 1 mg/L the same as 1 ppm?
Only in dilute aqueous solution, and only because water is close to 1 g/mL. Parts per million is a mass per mass, so getting there from a mass per volume means dividing by a density — which depends on what the solution is. This page does not offer ppm for that reason: it would turn a substance-free conversion into a substance-dependent one without saying so.
Can I convert ng/mL to nmol/L?
Not without the molar mass of the specific compound. Mass units and amount-of-substance units are related by the molar mass, which is a property of the molecule rather than a constant — 25 ng/mL of vitamin D and 25 ng/mL of testosterone convert to different nanomolar figures.
What is 100 ng/mL in µg/mL?
0.1 µg/mL. A microgram is a thousand nanograms and the volume is unchanged, so the factor is again one thousand.
Why does a zero concentration convert to zero?
Because it is a real measurement — it usually means below the limit of detection — and a real measurement converts. It is accepted for that reason, unlike a negative concentration, which does not exist and is refused.
