Key Insight
The unit a limit is drafted in tells you roughly how strict it is, and that is a trap when two limits are compared. A parameter regulated in µg/L is usually one where the safe concentration is small, so the drafters chose the unit that avoids leading zeros. Put a 50 mg/L nitrate limit next to a 10 µg/L arsenic limit and the nitrate number looks five times larger; converted, it is five thousand times larger. Any comparison across parameters has to happen in one unit, and the choice of which is arbitrary — the conversion is not.

Why are some limits in mg/L and others in µg/L?
Readability. A limit of 0.010 mg/L is more naturally written 10 µg/L. The choice says nothing about how the limit was derived and nothing about how strict it is relative to another parameter.
Is 1 mg/L the same as 1 ppm?
Only in dilute aqueous solution, and only because water is close to 1 g/mL. Parts per million is a mass per mass, so getting there from a mass per volume divides by a density. This page does not offer ppm for that reason.
What is 0.015 mg/L in µg/L?
15 µg/L. This is the lead action level in US drinking water, and it is almost always quoted in µg/L for exactly that reason.
