m and v are the base-10 exponents of the mass and volume SI prefixes of each unit. No density and no substance enter the calculation: the substance cancels between the two numerators, so 1 µg/mL is 1 mg/L for every solute in every solvent.

A genomic DNA prep at 250 ng/µL is 0.25 µg/µL. A plasmid maxiprep at 1.5 µg/µL is 1500 ng/µL. A sequencing library at 4 ng/µL is 0.004 µg/µL — which is why libraries are always quoted in ng/µL.

Nucleic acid work spans this factor because preparations and reactions sit on opposite sides of it: a maxiprep comes off the column in µg/µL and a reaction wants tens of nanograms.
